This is the surge line. When the bay pushes over the balustrade, the water that reaches these floors is saltwater, and saltwater is a different repair from a burst pipe. Salt stays in the fibre after the water leaves, keeps drawing moisture back, and quietly rots cotton foundation from the inside while the wool still looks acceptable. A rug that got eight inches of bay water needs the salt flushed out, not just the rug dried — and it needs it inside about forty-eight hours.
