Westchase is wetter than people expect from an inland address, with 40.4 percent of sampled locations inside a mapped flood zone. That is not surge, it is drainage, because the community is laid out around retention ponds and creek corridors, and a tenth of the sampled points sit in zone A, the designation used where no detailed base flood elevation has been worked out. Ponds keep ground moisture high straight through the dry season, and irrigation on top of them keeps the first few feet of soil saturated most of the year. A slab over permanently damp ground moves that moisture upward, and a rug with a rubber-backed pad beneath it traps the moisture instead of letting it go. The pad is usually the thing that ruins the rug, and it is also the easiest thing in the room to change.
